A three-wheeled scooter is a motorized vehicle with three wheels — two in front and one in the back, or vice versa — powered by an electric motor or a gasoline engine. The extra wheelbase makes the vehicle stable when stationary, in corners, and on uneven road surfaces. As a result, a three-wheeled scooter is an attractive alternative for those who find balancing on a two-wheeler difficult but still want to ride a full-fledged scooter.

Under Dutch and Belgian regulations, a three-wheeled scooter falls under the same category as a regular scooter (light moped at 25 km/h, scooter at 45 km/h). The number of wheels does not change this. What distinguishes a three-wheeled scooter from a mobility scooter is the speed and the intended use: a three-wheeled scooter travels faster, has a greater range, and is intended for regular travel — not just for the last stretch or within the neighborhood. Three-wheeled scooter without a driver's license: how does that work?

A three-wheeled scooter that does not require a driver's license is a 25 km/h version (moped class) that you may drive from the age of 16. At IVA, the T3 2.0 and TR3 2.0 are available as 25 km/h versions — no driver's license, no theory exam. However, a helmet requirement has applied to this class since 2023: an approved scooter helmet with an ECE mark is mandatory.

The 25 km/h tricycle is intended for:

  • Seniors who find balancing on a two-wheeler too uncertain, but want to remain mobile.
  • Young people aged 16 and over who do not yet have a driver's license.
  • Those making short trips: groceries, school, sports club, visiting family in the neighborhood or village.
  • People who want to ride on the bike path instead of on the road.

Do you want to go faster than 25 km/h? Then choose a 45 km/h version (moped class). For this, you need an AM driving licence, an approved helmet, and you ride on the road instead of the cycle path. Driving license, helmet requirement, and rules for a three-wheeled scooter

The rules for a three-wheeled scooter are identical to those for a regular scooter: the maximum speed determines whether you need a driver's license and a helmet. The IVA models are available in two speed classes.

Do you need a driver's license?

For a three-wheeled scooter up to 25 km/h, you do not need a driving license — just like for a light moped. You can ride these from the age of 16. For models that reach 45 km/h (light moped class), you need an AM driving license, which you can obtain from the age of 16.

Is there a helmet requirement?

Since January 1, 2023, wearing a helmet has been mandatory for the 25 km/h version. This helmet requirement has existed for the 45 km/h version for a longer period. In practice, therefore, all drivers of a three-wheeled scooter wear an approved helmet with an ECE mark.

Are you allowed to ride a three-wheeled scooter on the bike path?

A 25 km/h three-wheeled vehicle is required to ride on the cycle path within built-up areas. Outside built-up areas, follow the sign. A 45 km/h version belongs on the road and may only ride on the cycle path if indicated by a sign. Third-party liability insurance is mandatory in both cases.

What about road tax?

You do not pay road tax for a light moped (25 km/h). You don't for a light scooter (45 km/h) either — but you do pay annual third-party liability insurance.As a result, the fixed costs of a three-wheeled scooter are low compared to a car or moped.

Three-wheeled scooter for seniors

A three-wheeled scooter is ideally suited for seniors who no longer feel comfortable getting onto a two-wheeler, but are not yet ready for a mobility scooter. The three wheels provide the same stability as a mobility scooter, while you retain the mobility and range of a regular scooter. Key benefits for people over 55 and seniors:
